Dr. Hector Sales, PhD is an experienced Economist, Financial Specialist, Resource Economist, Agricultural & Biosystems Engineer, VEVA Specialist, and RAP Specialist with a proven track record in managing large-scale funded projects across various sectors. These include domestic water supply, sanitary landfills, roads and expressways, flood control, irrigation and drainage, industrial parks, agricultural infrastructures, mining, hydropower, and environmental and natural resources.
He has a strong background in socio-economic and environmental impact assessments, development planning, master planning, strategy formulation, program/project development, policy research and advocacy, value engineering/analysis (VEVA), and institutional networking and partnership with government agencies, NGOs, donor organizations, and other stakeholders. Dr. Sales excels at influencing policy and practice and has comprehensive knowledge in agricultural development, environmental management, resettlement, and gender development issues.
With an ability to engage with various stakeholders and build effective partnerships, Dr. Sales has successfully conceptualized, designed, implemented, and managed projects that are participatory, multi-stakeholder driven, and economically and financially sound.
In addition to his professional work, Dr. Sales serves as a Part-Time Professor at Ateneo de Naga University Graduate School, where he teaches doctoral and master’s courses in business administration and education, and at Naga College Foundation College of Accountancy and Finance, where he teaches Project Management and Public Finance courses.
